Definition

Students classified as English learners (ELL code LY) divided by October membership. Race-specific suppressed counts each contribute an interval of zero to nine students. The lower bound sums visible counts; the upper adds nine per hidden cell, capped at enrollment. The exact pct_ell is missing unless the two bounds coincide.

What it cannot show

The lower endpoint is used explicitly in peer groups and residual models; an upper-endpoint residual sensitivity compares the same schools, but is not a full uncertainty interval over all possible allocations. Students who exit ELL status (LF) are not counted.
